The term governance has been used to embrace concepts that are heterogeneous both with respect to their effects on economic development and their genesis. Future progress in developing policy responses to bad governance will depend on separately examining these heterogeneous elements-the security of property rights, the quality of bureaucratic performance, corruption, voice, and accountability. Future progress will also depend on explicitly linking problems of governance to the overarching political environment and the incentives of governments to correct those problems. 2013-06-20T18:56:31Z 2013-06-20T18:56:31Z 2004-05 http://documents.worldbank.org/curated/en/2004/05/4811928/review-political-economy-governance-property-rights-voice http://hdl.handle.net/10986/14078 English en_US Policy Research Working Paper;No.3315 CC BY 3.0 IGO http://creativecommons.org/licenses/by/3.0/igo/ World Bank World Bank, Washington, D.C.
