The authors examine the interplay between policies, institutions, and initial conditions, to examine several competing, and complementary hypotheses about why the paths the two Central Asian countries took, may have led to different economic outcomes. One possibility is that missing pieces in reform - especially deficiencies in the competitive environment - in combination with a rapidly diminishing role for the state, may have limited the gains from the policy reforms in Kazakhstan. 2014-08-27T18:14:23Z 2014-08-27T18:14:23Z 2000-11 http://documents.worldbank.org/curated/en/2000/11/717495/uzbekistan-kazakhstan-tale-two-transition-paths http://hdl.handle.net/10986/19763 English en_US Policy Research Working Paper; No. 2472 CC BY 3.0 IGO http://creativecommons.org/licenses/by/3.0/igo/ World Bank, Washington, DC Publications & Research :: Policy Research Working Paper Publications & Research Europe and Central Asia Kazakhstan Uzbekistan
