The system should also evolve, expand, and improve over time to adapt to changing needs, priorities, capabilities and available data. Climate policy evaluation uses data to answer specific questions about the implementation, outcomes, and effects of policy or related issues. A theory-based approach facilitates evaluation of the entire implementation process.
