The results show that the success of infrastructure projects depends fundamentally on the quality of implementation. Although bad implementation can harm structurally solid projects, good implementation cannot make structurally weak projects successful. This leads to the conclusion that governance and selection of well-designed projects are essential for success and, in order to improve project outcomes, multilateral development banks may need to align their incentives toward this objective and invest more in governance and capacity building. 2012-03-19T18:02:49Z 2012-03-19T18:02:49Z 2011-06-01 http://www-wds.worldbank.org/external/default/main?menuPK=64187510&pagePK=64193027&piPK=64187937&theSitePK=523679&menuPK=64187510&searchMenuPK=64187283&siteName=WDS&entityID=000158349_20110620135046 http://hdl.handle.net/10986/3458 English Policy Research working paper ; no.
