Summary: | The World Bank (WB) has been monitoring
closely the developments of Fast Payment Systems (FPS) by
central banks and private players across the globe. This
comprehensive study of FPS implementations across the world
has resulted in the design of a policy toolkit on the
implementation of FPS, in order to guide countries and
regions on the likely alternatives and models that could
assist them in their policy and implementation choices when
they embark on their respective FPS journeys. This note is
part of the third component of the Toolkit and aims to
provide inputs on Oversight aspects from a fast payment
perspective. It identifies the oversight requirements
appropriate for an FPS and provide central banks with both
an indication of the extra capacity needed to conduct
effective oversight when an FPS will be in place and a tool
to ensure that the FPS will be designed consistently with
sound standards of safety and efficiency. |
