It exploits a natural experiment of a massive amnesty program that gave a regular migratory status to over 281,000 undocumented Venezuelan immigrants in Colombia. The findings suggest that following the amnesty there is an increase in reporting of crimes by Venezuelan immigrants, not explained by an increase in crime overall. The results are particularly strong for reports of domestic violence and sex crimes. Results are almost entirely driven by reports by female Venezuelan immigrants, a vulnerable population, suggesting that empowerment is an important mechanism driving the behavior change. 2021-11-04T18:21:38Z 2021-11-04T18:21:38Z 2021-11 Working Paper http://documents.worldbank.org/curated/undefined/808711635942502374/Empowering-Migrants-Impacts-of-a-Migrant-s-Amnesty-on-Crime-Reports http://hdl.handle.net/10986/36484 English Policy Research Working Paper; No. 9833 CC BY 3.0 IGO http://creativecommons.org/licenses/by/3.0/igo World Bank World Bank, Washington, DC Publications & Research Publications & Research :: Policy Research Working Paper Latin America & Caribbean Colombia Venezuela, Republica Bolivariana de
