There is little sign in the data of poverty traps due to high benefit withdrawal rates. Targeting performance is excellent by various measures. Di Bao appears to be better targeted than any other program in the developing world. However, all but one measure of targeting performance is found to be uninformative, or even deceptive, about impacts on poverty. The authors find that the majority of the poor are not receiving help, even with a generous allowance for measurement errors. While on paper, Di Bao would eliminate urban poverty, it falls well short of that ideal in practice. 2012-06-22T19:25:10Z 2012-06-22T19:25:10Z 2006-01 http://documents.worldbank.org/curated/en/2006/01/6523063/di-bao-guaranteed-minimum-income-urban-china http://hdl.handle.net/10986/8831 English Policy Research Working Paper; No. 3805 CC BY 3.0 IGO http://creativecommons.org/licenses/by/3.0/igo/ World Bank World Bank, Washington, DC Publications & Research :: Policy Research Working Paper Publications & Research East Asia and Pacific China |
