Summary:Taking into consideration of the pace and paramount importance of technologies such as mobiles and tablets in learning and education, without exception, Malaysian learning context needs to be prepared to embrace the new emerged learning technology, i.e., Mobile Learning. This paper contributes to the development of the framework for developing any Mobile Learning materials or application for engineering English for Specific Academic Purposes language learners in Malaysian universities particularly. Initially, seven domains with 180 indicators identified were adapted from Badrul Khan (2007), Ozdamli & Cavus (2011), Palalas (2012), Sampson & Zervas (2013), Yau & Joy (2011) and Dudley-Evans & St John (1998) later went through the Fuzzy Delphi Method process. Verification through Fuzzy Delphi Method serves the purpose to eliminate or to add elements and items from the literature based from the point of view of 11 experts in the fields of Mobile Learning, English for Specific Purposes, Instructional Design and Pedagogy via online. The result from the Fuzzy Delphi Method suggests eight domains with 132 indicators. These items later will be the basis for the development of questionnaire for verification using Structural Equation Modeling-Partial Least Squares. The verification of the elements and items through the Fuzzy Delphi Method is an important process, as the point of view from the experts will determine the course of mobile language learning in Malaysia.
